Apple (App Store) or Google (Google Play) decides app refunds. Website purchases are non-refundable, to the fullest extent the law allows.
Where did you buy?
Website
The service is delivered at once and counts as fully performed when access is granted. A refund, if any, applies only to the first payment. Renewals are not refundable.
Think a charge is a mistake? Contact support with your email, the charge date, the amount and your Account ID.
iPhone or iPad
Ask at reportaproblem.apple.com.
Android
Ask in your Google Play order history.

Want to stop future charges?
Cancel your subscription at least 24 hours before the renewal date. Cancelling does not refund a payment already taken.
